LUCID Packaging Registration

What is it the LUCID Packaging register or EPR Regsitration?

If you are the first party to place packaging filled with goods on the German market on a commercial basis, you are required to register with the LUCID Packaging Register. Known also as Extended Produser Responsabilty, resp. EPR. The LUCID system (Packaging Act) uses the collective term ‘producer(s)’ to refer to initial distributors under obligation: manufacturers, retailers, importers, online retailers and mail order companies as well as other distributors and initial distributors. They all are required to register.

For packaging subject to system participation, you must fulfil your system participation obligations and submit data reports on your packaging volumes.

Electronic marketplaces are required to check if the retailers using their platforms to sell goods have registered with the LUCID Packaging Register.

What happens after the LUCID Packaging Registration?

If you place packaging subject to system participation on the German market, you must register with the LUCID Packaging Register. But you also need to:

• conclude an agreement with one of the authorised representative (dual system) and under¬take system participation for your packaging subject to system participation with this system,
• submit the exact same packaging volume report to your chosen system and to the LUCID Packaging Register,
• file an audited declaration of completeness.

What data are reported?

Producers/initial distributors have to submit all the information about packaging subject to system participation that they provided to the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) without delay. These are:

• registration number;
• material type and mass of the participating packaging;
• name of the system in which the packaging participates;
• period of system participation.
